Joseph S. Atienza, PE, TE
President and CEO
Joseph S. Atienza, PE, TE is responsible for Business Development and for managing and delivering all highway and transportation projects. He offers over 20 years of design and management experience. He has been involved on various major transportation projects in Southern California. His experience ranges from conceptual design, final PS&E, to construction. Mr. Atienza is a registered professional civil and traffic engineer in the State of California. He is also actively participating as a subject matter expert for the California Board for Professional Engineers for both civil and traffic engineering for the last several years.
Rodolfo Hernandez, PE
Principal Electrical Engineer/Vice President
Mr. Hernandez is Vice President and Principal Electrical Engineer for Atienza Engineering, Inc. He brings over 30 years of experience in electrical engineering, 20 years of which were in communications and electrical systems as they relate to Advanced Transportation Management System (ATMS). Mr. Hernandez is a registered professional electrical engineer in the State of California & Hawaii and a licensed C-10 electrical contractor.
Vernon L. Pangilinan, PE
Chief Engineer
Mr. Vernon L. Pangilinan, PE offers over 30 years of extensive design experience of highway and transportation structures. He has been involved on a multitude of challenging structural projects including underground stations, bridges, retaining walls with and without sound walls, foundation, pipe encasement analysis, reinforced concrete boxes, deck beams, soldier piles, wales and vertical lookups and tunnels, steel frameworks, seismic retrofit, freeway interchanges, grade separations, and freeway crossings. He is proficient on SAP2000, STAADPRO, RISA3D, and RAMSTEEL for finite element analysis and a beta tester for Mathcad. Mr. Pangilinan has also 7 years of experience teaching structural engineering and author of Lightning Math Mastery.
Almario J. Ursua, Jr.
Project Manager/Procurement & Estimate
Mr. Almario J. Ursua, Jr. offers over 20 years of extensive procurement and estimating experience on large-scale projects. His experience includes overseeing estimating, procurement activities, and document control in preparation of bid documents. His project experience includes buildings (hotels, universities, hospitals, retail & mixed use), airports, tunneling, power plants, military facilities and petro-chemical projects located in Asia and Middle East. He also performed project cost control, final account settlement and project closeout.
